Harvey read the envelope as the "First Runner Up" being announced as the Miss Universe winner. Typically, in these contests, the Second Runner Up is announced, then the First Runner Up, then Miss Universe. Harvey announced "Miss Colombia" as the winner, when "Miss Philippines" was the actual winner.
It appears in the video after Harvey reveals the wrong winner (actual First Runner Up), Harvey is pulled off to the side or backstage as Miss Colombia at that moment took her walk, received her flowers and crown. After a mild stretch of time, Harvey went back on stage, walking up to Miss Colombia to say "Okay, folks. I have to apologize." Instead of saying "There has been a mistake" or "We made a mistake", Harvey took full responsibility. He then revealed the First Runner Up was Miss Colombia and the Winner of Miss Universe was Miss Philippines.

In a stretch of awkward moments, Miss Philippines walked to center stage and seemed extremely confused but pleasantly surprised. The Miss Universe sash and crown had to be removed and traded from Miss Colombia on to Miss Philippines.
Within the last minute of the show, with some light booing from the audience, Harvey apologized continuously again saying it was his fault, not to hold it against the ladies and said it had been a great night.
In a Twitter apology, Steve Harvey misspelled "Philippines" (Philippians) and "Colombia" (Columbia). That tweet has now been deleted and Harvey has apologized for that too.
This does nothing to mess up Steve Harvey's career. It is highly doubtful that Steve Harvey will ever host Miss Universe again, but I bet he will appear on Live television, even hosting Live television in the near future. Most importantly, his hosting duties of his own syndicated talk show and Family Feud are not at risk from this incident.
